ERCAIAD.


ERCAIAD is one of the only groups so far that has had a interest in fighting the drug problems in South America. i reffered to this group because its the one with more money and better structure to fight the situacions in South America. all post containing this logo will be related fully to ERCAIAD, AND STAND FOR SOTUH aMERICA drug PROBLEMS.

In my opinion as said before on my recent posts is groups like this that we need to help or countries overcome this situacion. By gaining money from foreign countries ERCAIAD is fighting drug issues in South America.


ERCAIAD is a specialized, multinational center of instruction for academic and operational training in the field of anti-drug intelligence for police personnel and members of other institutions involved in fighting drugs in the member countries of the Andean Group for Anti-drug Intelligence (Bolivia, Brazil, Chile Colombia, Ecuador, Peru and Venezuela).

Success in countredrug activities depends on the effective gathering and analysis of information and the development of intelligence for strategic planning and operational purposes. To this end, in 1999 CICAD helped the Andean Community for Anti-drug Intelligence to establish the Andean Community Regional Counterdrug Intelligence School (ERCAIAD).

OBJECTIVES


to enhance the capacity of officers from the members states to analyze information and develop counterdrug intelligence
to promote a more standardized approach or methodology among these countries
to promote cooperation and information exchange.

Study on Drug Use among Secondary School Students in South AmericaThe Inter-American Observatory on Drugs (OID) and the United Nations Office on Drugs and Crime (UNODC - Peru Office) have just published the study Youth and Drugs in South American Countries: A Challenge for Public Policies (Jóvenes y drogas en países sudamericanos: un desafío para las políticas públicas). The publication arises out of a research project entitled A Comparative Study of Drug Consumption in the Secondary School Student Population in Nine South American Countries: Argentina, Bolivia, Brazil, Chile, Colombia, Ecuador, Paraguay, Peru, and Uruguay.
This study is the first of its kind, using comparable methodologies from the start. It is based on a sampling of 350,000 students (ages 14-17) in the nine countries, representing a total population of 9.5 million. The report deals with the problem of alcohol and tobacco, as well as the use of tranquilizers and stimulates without medical prescription. Special emphasis is placed on the consumption of illegal drugs and inhalants. Additionally, it evaluates the risk that young people perceive about drug use, the role of the family and other aspects that affect the use of these substances.
The report is currently available only in Spanish (112 pp., Adobe Acrobat PDF, 3,2 Mb). An executive summary in English (27 pp., Adobe Acrobat PDF, 150 kb) is now available.

South american drug affairs.


The argument underneath this one is a very important one. Relating drug trade in south america and its destinations in generall. This reunion was taken place in Peru (major drug cities in south america) and all of the south american countries took place on it. The main argument was to discuss how they can solve the drug trades and increase security all allong th area to lower down the amounts of drug that is being passed trough there. This part of my post bases more on my own opinion but i tought it would be better to add some information of whats really happening out there in south america to make all facts more intersting and at the same time more reliable. i completly agreee in my opinion to this point of increasing security all over sotuh america, but i think thats not the only way of managing this situacion. because of the enormous demand of european and american countries for south aerican drugs(mainly cocaine and marihuana) the idea would not be only to increase security inthose regions but to also make a desperate call to all countries involved in the traffic of drugs so they can to start reducing drug trades in their countrie. by reducing first the amount of drug use in america and europe the amounts of levels of drugs will reduce enormosly i n south america. theres basically to kind of trades beetwen this continents, one is the actuall bought of cocaine in south america for hard currency, maynly dollars. the other kind of trade is the exchange of cocaine of south america for other sintetic drugs maynly made on the united states and on europe. this kind of exchanfe is the most dangerous one because it is filling south american counntries with new recreational drugs and its making the population of peope taking drugs go up by significant numbers.(these drugs include Extasis, lsd, heroin amongst others. in my opinion i think that the best posible solution to these matter so ar is to first start putting leves of drug use down in countries in america so that there s no more demand of making more drug in south america. the problem that most people dont realize is that for people to make this drugs in south america lots of things happen first, the production o massive amounts of cocaine has made terrible groups in colombia peru en ecuador. the biggest one of these groups is called FARC ( FUERZA AUTONOMA REVOLUTIONARIA COLOMBIANA) http://www.youtube.com/watch?v=K5d93rCmaSw ( this is a video showing some photos of farc leaders and peoiple that have been kidnapped by them i order to continue their battle.)on wich to make this supplies they kidnap people in order to obtain more money and they also obtain more land fpor their crops, these has caused terrible civil wars in colombia and other south american countries leading to thousands and thousands of deads. At last i think that people should take in notice how cocaine is destroying the welfare of people in south america and its causing thousands of deads, and hope people are more concius next time they are buying drugs.

Fuerzas Antidroga de Sudamérica y Sudáfrica preparan ofensiva contra el narcotráfico

La Paz ABIEn un seminario internacional, la Escuela Regional de la Comunidad Andina de Inteligencia Antidrogas (ERCAIAD) reúne a fuerzas antinarcóticos de Sudamérica y Sudáfrica para preparar una ofensiva contra el narcotráfico y las nuevas drogas sintéticas.En este evento, las oficiales, Chile, Colombia, Brasil, Perú, Venezuela, Paraguay, Argentina, Uruguay, Ecuador de Sudáfrica intercambiarán experiencias y como producto de ello renovarán el compromiso de luchar eficientemente contra el narcotráfico que mueve miles de millones de dólares en el mundo.Uno de los retos hacia el futuro, es que las fuerzas antidroga estén preparadas para librar una dura batalla contra la aparición de drogas sintéticas, hecha de químicos que producen efectos mucho más fuertes que la cocaína y marihuana.Estas drogas ingresaron ya a países como Perú y Colombia, cuya actividad será neutralizada con fuertes controles por aire, tierra y ultramar de parte de las fuerzas antidroga.Este evento responde a necesidades de capacitación de las instituciones para optimizar la lucha contra el tráfico ilícito de drogas. La ERCAIAD, con sede en Perú, evidenció un importante crecimiento institucional en los últimos años incorporando progresivamente a más países del hemisferio e instituciones de la cooperación internacional.Este espíritu de colaboración es valorado por la ERCAIAD y por los policías de la región ya que se trata de un mecanismo sólido para hacer frente a la problemática común de las drogas.En la actualidad, no existe un solo país en el mundo que pueda considerarse excluido de la problemática del narcotráfico. Ante ese panorama se hace más vigente el principio de la responsabilidad compartida.El director General de la Fuerza Especial de Lucha Contra el Narcotráfico (FELCN), Cnl. Miguel Vásquez, al inaugurar el seminario, manifestó este lunes que bajo el principio de la responsabilidad compartida en la lucha antidroga, en los últimos tiempos el combate contra el narcotráfico dio pasos importantes gracias a la cooperación internacional como de la OEA.Resaltó que a través de entrega vigilada, agentes encubiertos y el intercambio de información se realizaron operaciones internacionales de gran éxito. Entre estos citó, la operación anual Seis Fronteras con la participación de Argentina, Bolivia, Brasil, Colombia, Chile, Ecuador, Guyana, Panamá, Estados Unidos, Trinidad y Tobago y Venezuela.Vásquez fue enfático en señalar que la lucha contra el narcotráfico en Bolivia se realiza bajo el absoluto respeto a los derechos humanos, sin violencia y con participación y control social, sobre todo en Yungas de La Paz, donde los campesinos son actores porque destruyen plantaciones de marihuana y expulsan a quienes están involucrados con el narcotráfico.Subrayó que a diferencia del 2005, cuando se incautó 46 toneladas de droga, este año la FELCN secuestró 118 toneladas de droga: 106 toneladas de marihuana y 11 toneladas con 800 kilos de pasta base de cocaína.Este éxito lo atribuyó a la gran capacidad operativa de los policías de la FELCN y UMOPAR, y al apoyo de la cooperación internacional. El Gobierno que apoya a la lucha contra el narcotráfico.La ERCAIAD fue creada en 1983, en ocasión de la Conferencia Internacional para el Control de Drogas como un esfuerzo para reunir a los agentes de nivel superior encargados de tratar la problemática de las drogas de centro y Suramérica con el objetivo de intercambiar información de inteligencia y desarrollar una estrategia operativa que se puede emplear contra los traficantes internacionales.De la ERCAIAD egresaron desde su creación 592 oficiales altamente capacitados para la lucha contra el narcotráfico y delitos conexos.El presidente de la Junta Directiva Multinacional de la ERCAIAD, Cnl. Rolando Vizcarra, dijo que el seminario reviste singular importancia para la institución ya que significa dar estricto cumplimiento al plan anual que incluye la ejecución de actividades academias de carácter descentralizado y a nivel regional en materia de inteligencia antidroga.Dijo que “nos complace de sobre manera la ejecución de este seminario en Bolivia porque es coherente con la estrategia boliviana de lucha contra el narcotráfico, en especial en el área de la interdicción, orientada a destruir el negocio del narcotráfico, desde la producción y la comercialización”.Las actividades representan un esfuerzo mancomunado entre las instituciones policiales del hemisferio que tienen como principal tarea la asistencia técnica y financiamiento de la Comunidad Interamericana Contra el Abuso de Drogas de la Organización de Estados Americanos (CICAD-OEA), apuntó.

Hugo chavez "anti drug program"

The post at the top with the foto of president Hugo Chavez, from Venezuela an his last reunion with america to talk about the progress if his drug campain and a possible association. Hugo Chavez is known to be a comunist, but here he denies in his speach any kind of simpaty of empaty for the U.S.A claiming that there influence on the drug marquet has been generally bad. the inflicts that america brings on venezuela are drug exchanges and no protection at all for the defences of our towns againt this struggle" said Hugo, at this point the U.S.A goverment has made an arrangement to help guard some of the cities affected by this, wich involves venezuela, brazil, mexico, colombia and ecuador. this blogg makes the arguments for readers to realize whats happening in south america and give their own opinion on the matter and what should be done.


Thomas A. Shannon, subsecretario de Estado de Estados Unidos, reiteró ayer su invitación al presidente de Venezuela, Hugo Chávez, para dialogar con Estados Unidos sobre un trabajo común en ‘’áreas específicas’’ de las relaciones bilaterales, particularmente para combatir el tráfico de drogas.Chávez ha rechazado ya esa invitación en el pasado y, en el campo de las drogas, respondido más bien con un corte de la cooperación venezolana con la DEA, la división antidrogas deEU. ‘’Nuestras relaciones con Venezuela han pasado por un periodo difícil’’, expuso Shannon. ‘’Sin embargo, hemos dado indicios de una apertura en esas relaciones, una apertura para centrarnos en áreas específicas en las cuales pensamos que nuestras relaciones pueden mejorar’’, remarcó.Shannon dijo que una de las áreas ‘’muy importantes’’ que quería mejorar con Venezuela es la lucha antidrogas, que debe ser librada en forma “transnacional y no país por país’’.Indicó que con ese criterio el presidente George W. Bush planteó a fines del año pasado la Iniciativa Mérida, un programa de mil 400 millones de dólares para México y siete países centroamericanos que permitiría completar esfuerzos regionales con Colombia y el Caribe.

south america , western society and drugs relation.


Since the start of the traffic of drugs western societies and South America have played an important role, South America because of its massive production and transportation of cocaine and marihuana. (Colombia , Ecuador , Peru and Bolivia), (most used and sold drugs in the world) and countries in western society such as England and the united states. These countries discuss on how to prevent the deal of narcotics amongst their societies and at the same time giving foreign aid to South American countries in the strugle against drugs and terrorism. The fact is that more than 10 billion dolars every month cross the border to united states in england, countributing to a vast amount in their economy. These countries are really in a tigh spot because if the stop the traffic and use of drugs the people will be better and crimes will be reducted all over the world, also a better fight against terrorism. But if they stop these the economie will go down dramatically, specially in the united states , so these blog will maynly talk about the problems that western society is having with drugs and at the same time whats being done about it and wich are the lies and the truth. Also the massive participation of south america and how this is affecting the walfare of people in these countries and how is the whole population responding to these acts.
